Members of the Security Council of the United Nations (UNSC) and the Peace and Security Council of the African Union (AUPSC)
held a consultative meeting at the headquarters of the United Nations on 9 July 2010. The meeting reviewed matters of common interest, in particular how to strengthen the partnership between the two institutions consistent with Chapter VIII of the UN Charter with regard to the maintenance of peace and security in Africa. They also reviewed the degree of co-operation between them on conflict prevention and resolution, peacekeeping and peacebuilding, including the maintenance of constitutional order, the promotion of human rights, democracy, and the rule of law in Africa.
The meeting reviewed the situation of peace and security in the Horn of Africa region, including the situation in Somalia, and the border disputes between Djibouti and Eritrea, and the situation in Sudan.
The members expressed their continued commitment to the UN’s 10 year Capacity Building Program for the purpose of the full implementation of the African Peace and Security Architecture. They recognized the need to enhance the predictability, sustainability and flexibility of financing the AU’s peace and security capability.
The meeting noted with appreciation the positive efforts made in conflict resolution in Africa and encouraged all stakeholders to follow through with their efforts to enhance peace and security in the continent. In this regard, they called for enhanced cooperation to help achieve the goals of the AU’s 2010 “Year of Peace and Security in Africa”.
The next consultative meeting will be held at the headquarters of the African Union in Addis Ababa no later than June 2011.
